Defense Authorization, But Not Funding, Advances in Senate

As the NDAA vote made obvious, Democrats are divided as to whether moving the measure forward damages their strategy to force Republicans to the negotiating table.

“I think we’re heading into really treacherous waters here with all this budget flim-flam, accepting things like OCO, which people didn’t used to accept,” says Sen. Ron Wyden, D-Ore., who voted against both NDAA and the defense appropriations bill.

Sen. Chris Murphy, D-Conn., says the two situations aren’t comparable.

“There’s a reason why we have authorization bills and appropriation bills,” he says. “I think it’s pretty clear that there aren’t going to be the votes to move forward on appropriations bills until we get a budget deal.”
