The bill that would end the biannual tradition of changing clocks in the spring and fall to accommodate the switch from daylight saving to standard time. Currently, we “spring forward” and move clocks ahead one hour the second Sunday in March and “fall back” an hour the first Sunday in November when we move to standard time.
The Sunshine Protection Act cleared the House and is now in the U.S. Senate, where President Trump is pushing Republicans to pass the measure.
“It’s time that people can stop worrying about the ‘Clock,’ not to mention all of the work and money that is spent on this ridiculous, twice-yearly production,” Trump wrote on Truth Social earlier this year. “It will also be a very nice WIN for the Republican Party. Take it! We are going with the far more popular alternative, Saving Daylight, which gives you a longer, brighter Day — And who can be against that — This is an easy one!”
19 states are ready to move to permanent daylight saving time
The schedules for daylight saving time and standard time were set by the Energy Policy Act of 2005, which amended a 1966 version that had a shorter DST time frame.
A provision of the act allows states to exempt themselves and remain on standard time year-round, but they are federally prohibited from permanently observing DST without Congressional action. Presently, only Hawaii and most of Arizona observe standard time all year.
Nineteen states have proactively passed resolutions that will allow them to move to permanent DST if Congress gives its OK, according to the National Conference of State Legislatures. In all, state legislatures have considered over 800 bills and resolutions in recent years to establish year-round daylight saving time as soon as federal law allows it.
According to the NCSL, the 19 states and dates of adoption are:

- Oklahoma (2024)
- Colorado (2022)
- Alabama, Georgia, Minnesota, Mississippi and Montana (2021)
- Idaho (Pacific time zone only), Louisiana, South Carolina, Utah and Wyoming (2020)
- Delaware, Maine, Oregon (Pacific time zone only)
- Tennessee and Washington (2019)
- Florida (2018)
